Underutilization and placement goals

Hiring managers are responsible for making good faith efforts to meet the University’s commitment to equal employment and affirmative action goals. This is done through a diligent and comprehensive recruitment process. As a general practice, recruitment efforts should be targeted towards individuals with disabilities and protected veterans. The Office of Equity and Access Services determines areas where the current VCU employee population is not representative of the greater, relevant labor pool; these circumstances are defined as underutilization. When underutilization exists, hiring managers will be notified by HR. Together, HR and managers will work closely to devise a recruitment plan that includes specific outreach efforts to correct the issue.


Once a posting has been finalized, it may be submitted through an established workflow process to obtain approvals, if necessary. Executive/senior administrator recruitments may require additional levels of approval. HR will coordinate this review/approval process.
